Gate a template upgrade: the target manifest must belong to the same template the app was deployed from, and the app's current version must satisfy the target's spec.minUpgradeFrom. Returns the operator-facing upgrade metadata on success. Pure.
Parameters
- currentRef: TemplateRef
  the app's metadata.templateRef (name + pinned version).
- targetManifest: {}
  the manifest of the version being upgraded TO.
Returns TemplateUpgradeEligibility
Throws
TemplateManifestInvalidError the target manifest is not .strict()-valid.

Throws
TemplateUpgradeNotEligibleError template mismatch, minUpgradeFrom violation, or an unevaluable version pair.
